Vendel Miniatures have the best Tolkein-style Dwarves in 28mm, sculpted by Colin Patten. The same sculptor has done other work (other Dwarves) for Conqueror Models, CP Models, and a Kickstarter range of Dvergr Dwarves (Evil Viking-like Dwarves). The Conqueror Models range mixes smoothly with the Vendel Miniatures (I've got both, and can't tell which is which).
Games Workshop LOTR skirmish game (called "Middle Earth Strategy Battle Game", or MESBG) and similar Dwarves are also nice, but don’t mix well (style-wise) with Vendel; I recommend using them for other Dwarven tribes, for example tribes living in the Mountains of the East.
Figures made for the other Games Workshop system, Warhammer, are entirely too florid, too exaggerated and cartoonish, with outsize weapons and expressions and much too large, to be appropriate for Tolkien's Middle Earth. Warhammer Fantasy is a successful game, so many imitators also exist -- also with outsize weapons and exaggerated features, poses, and expressions.
