Umbar, and the coastal cities south of it, were originally enclaves established by Numenor, initially for trading and later as centers of rulership. The great fortress was built by Numenor in SA 2280, as Sauron became a threat to coastal enclaves of Numenor. After the Downfall of Numenor (SA 3319) Umbar and the cities south of it were held by Black Numenoreans--descendants of the ‘King’s Men’ who fell under the dominance of Sauron. They were diminished after the fall of Sauron in the triumph of the Last Alliance at the end of the Second Age, but survived in Umbar until it was conquered by Gondor in TA 933.
Many fled to nearby Harad, where the Black Numenoreans had long had influence. In TA 1015 the Haradrim mustered a great force to besiege Umbar, killing King Ciryandil of Gondor, but 35 years of siege passed fruitlessly until Ciryaher defeated them utterly in TA 1050, renaming himself Hyarmendacil as a result.
