Arnor figures from the Games Workshop LOTR skirmish game ("Middle Earth Strategy Battle Game") are good, even if perhaps a little too heavily armored.
For levy foot and levy bow, MESBG Rohirrim infantry figures are good, using some shield swaps and similar techniques to make them a little more Gondor.

GW MESBG figures.
They're beautiful figures, and easy to customize as they are plastic. Sadly, they are in very active poses (sometimes with the horses balanced on a single back leg) and so very easy to break.

Gondor's interior supplied some good troops; among the best were the Bowmen of Morthond.
For these I used Rohirrim infantry figures (which I had an awful lot of) and just painted them up in uniform Bowmen of Morthond colors.
This is a stand of Raiders painted up to represent the Grey Company, led by Aragorn with Gimli and Legolas fighting beside him, at the battle of the Pelennor Fields.
The banner is designed using image software (MS Paint, primarily) and sized up, then printed (as outline only) on normal printer paper. Then cut to size, placed on a light table (or just tape it to a window with daylight behind it) and the backside outlined to match with a very fine pen. Then the whole thing is painted (both sides). Finally it is glued to the banner pole and shaped using reduced white glue. The final result is very durable and attractive.
These are GW MESBG "Corsairs of Umbar" figures with one or two added Gondorian shields.

Elite Foot from Dol Amroth are unlikely to look identical to those from Minas Tirith.
These are GW Numenorean figures from their Last Alliance mixed box, with Dol Amroth shields and painted in Dol Amroth colors and heraldry.
Heavy Foot from the more protected parts of Gondor would retain some of their armor and style but be more primitive, less armored, and otherwise distinguishable from the Elite Foot.
These are GW Rohirrim foot, given Numenor shields (from the Last Alliance box).
These figures are from a now-extinct GW MESBG figure line. They work great for the better foot of the protected parts of Gondor (as here, with the Axemen of Lossarnach), or for Northmen, Rohirrim, or even the better equipped Dunlendings and Hillmen.
This is a metal GW MESBG kit for Gondor. Very nice.
The basing here looks a little wonky; I'm part-way through changing it from 60mm bases (as I had it before for a legacy system) to 80mm bases (as all my LOTR armies are in Fantasy Triumph).
