TA 1000 - TA 2063
This list represents forces of the Necromancer of Dol Guldur, both while Sauron regaining his strength, both before and after the Watchful Peace while Sauron was in the East. The majority of their forces in all cases were goblins (orcs): Tolkein uses the terms “goblins” and “orcs” interchangeably, with “uruks” or “uruk-hai” as a term for larger, near man-sized members of the same race.  Commanders could be Nazgul, or Orcs, or Black Numenoreans, or other vassal Men.
In TA 2063 Gandalf entered Dol Guldur to investigate who the Necromancer was; Sauron was not ready for a direct confrontation and fled to the East. This began the period known as the Watchful Peace. Dol Guldur was certainly still a den of evil, possibly including Nazgul, but during the Watchful Peace (up until TA 2460, when Sauron returned to Dol Guldur) it would not have had sufficient forces to field an army. From TA 2460 Sauron resided in Dol Guldur until he was driven out (or left voluntarily) in TA 2941, when the White Council attacked Dol Guldur. In 2951 he declared himself openly in Mordor, and sent three Nazgul to reoccupy Dol Guldur. Armies from Dol Guldur after that are represented by the Mordor Revived army list.
